ICT Normativity in Public Research Centers in Mexico

Abstract

The aim of this paper is to present a documentary analysis based on the review of official information from various versions of the General Administrative Manual for Information and Communication Technologies and Information Security (MAAGTICSI) from 2006 to 2022, and its relation to other regulations regarding its impact on the operation of Public Research Centers (CPI). The analysis is carried out by organizing and interpreting the causes, motivations, and results of the implementation of the regulatory framework related to Information and Communication Technologies (ICT) in the Federal Public Administration (APF), focusing on the 27 CPIs grouped by the National Council of Science and Technology (CONACYT) in Mexico. The results explain the various provisions related to ICT in the CPIs, which have led to the deterioration of technological infrastructure, technological development, automation, and academic and administrative communication within the CPIs. The study concludes that, although the regulatory framework references best practices and standards in ICT to regulate the use of resources, in practice, there are difficulties in implementing and modernizing the technological structure of the CPIs, lacking adequate governance models for ICT from the APF, with no real continuity to promote the development, use, application, and dissemination of new technologies that lead to the advancement of Science and Technology in Mexico.
